Missing license file #12

Hi! It seems you're missing license files for geocode-csv as well as the subcrates in crates/*. It's not clear to me whether naming the licenses in Cargo.toml is "enough", and the current state also makes the licensing unclear for people who aren't aware Cargo supports setting the license in Cargo.toml. It would also make licensing info show up automatically on GitHub.
