Pull Request Overview
This PR prepares the repository for a 1.0.0 release of rules_gitops by:
- Removing the version field from the main MODULE.bazel and adding bazel_compatibility and compatibility_level metadata
- Updating the e2e test MODULE.bazel to reference version 1.0.0
- Cleaning up commented-out code
