Publish `TimedTransfer` stash and unstash metrics to CloudWatch in a final `Metrics` stage

`TimedTransfer.stash` and `TimedTransfer.unstash` record every transfer in a per-build list
on `GlamorousToolkit`. `GlamorousToolkit.execute` runs `publish_transfer_metrics` in a `finally`,
after Release and Docker, for `main` builds only. It writes and archives `transfer-metrics.json`
and calls `aws cloudwatch put-metric-data` on the `metrics-publisher` node, ignoring
static credentials so it always uses the instance role. Never fails the build.
