Sugestion for balance initial of status of the characters

I'm starting my RPG project and I'm undecided. Should a Level 1 character start with 10 points in each attribute (HP:100, ATK:10, DEF: 10 MANA:5 ) or should it be a Point Buy system with 30 points to distribute? What do you think is more balanced? Whatever suggestion is welcome.
