CI/CD integrations (setup-cim)

Ever since I discovered CIM, I felt it was very suitable for CI/CD. To better integrate it into my workflow, I have made the setup-cim. Here's my advertisement of it. 😀

@qwertycxz I update the linux pipeline, to generate more releases, you probably have to modify the setup action.
