Description

Files has a lot of animation.

If I scroll, it animates a "bounce" effect at the end of the scroll. If I even slip, it scrolls, and may animate a "bounce" effect again. If I switch to another folder, it animates loading the list of files.

It ignores Windows settings to block animation under Settings > Accessibility > Visual Effects > Animation Effects. (Windows Settings also ignore the Windows settings here, but the Windows File Explorer follows them.) It doesn't seem to have its own setting. Searching the documentation doesn't show anything about "animation" either.

This overlaps with bug 15962.

Steps To Reproduce

  1. Turn off Windows > Settings > Accessibility > Visual Effects > Animation Effects.
  2. Scroll to the bottom of a list in Files.
  3. Scroll slightly to either side in Files.
