[Go] vertexai plugin should populate modules and embedders from ListModels RPC

Same feature as the googleai plugin: if Config.Models or Config.Embedders is empty, populate by calling ListModels.

Blocked on adding the ListModels RPC to the Vertex Gemini SDK.
