Bootstrap process integration/support exception handler setup?

In most applications, it's extremely common to do some amount of bootstrapping before the application runs. This includes tasks such as:

• Configuring loggers
• Setting error and exception handlers
• Supplementing env variables (e.g. dotenv)
• Adjusting INI values

While this would likely result in some scope creep, it still may be worth considering. Currently there tends to be a need for awkward back-and-forth between a bootstrap script and building+using the container, which in addition being sometimes hard to follow can also lead to minor performance regressions & potentially weird behavior (something expecting the non-factory, singleton-like behavior can get multiple instances since the container itself may not be a shared instance).

The issues this is trying to address may be addressable in other ways, but this seems to be a relatively straightforward approach.
