Connection re-use

Consider keeping connections proxy-client to proxy-server connections open, to allow subsequent connections from the same client to avoid making an additional TLS handshake and attestation generation and verification.

This is for the Buildernet node to Builderhub use-case, where we regularly make requests for the peer-ilst (active builders).
