Support for contract deploys when the network is ready

Right now there are some contracts calls that the builder includes in the built block but there is no automated check in builder playground of when the network is up to include those contract deploys. cc/ @avalonche

Hey @avalonche, can you please share your workflow with builder playground, so I can understand better your workflow and help you with automation here

My first thought would be to implement some kind either REST/RPC or Websocket endpoint which will communicate some information, for ex when network is ready for contract deployment (can be after the first block is produced for example).

Had other ideas like separate CLI arguments to include which contracts to deploy, but it seemed a bit overcomplicated and not really moving us forward fully automated usage for using builder-playground to power tests on CI.

@avalonche can you please give some insight on what approach will work the best for your usecase?

Got off the call with @avalonche, we decided to do a CLI command, which will wait until the blockchain is ready to accept transactions. Something like builder-playground ready, which will exit as soon as spun up blockchain is ready to accept transitions. make sense to you @avalonche
