[Windows] Compile flags in `libwebrtc`

Using current gn gen arguments:to compile libwebrtc.dll causes high latency and image quality to be low on some Intel laptops.

I tried changing the flags by removing rtc_use_h264=true ffmpeg_branding=\"Chrome\" and it seems to solve the issue.

Anyone experienced the same problem? It seems H264 implementation is causing the issue.

Any thoughts?
