have a way to launch DevTools from IntelliJ

We should have a way for people to try out DevTools from IntelliJ. There are lots of options here, including adding hyperlinks to the console output, and adding toolbar buttons to the run/debug console and the inspector window.

For whoever implements this, the stagehand integration in the Dart plugin is a possible source of inspiration. And, Dart-Code has a good workflow for the integration; @DanTup would be available to advise on that (though the integration in IntelliJ may naturally be a little different).
