Description

Adjusts the startup flow in the Windows app template slightly so that an
engine initialization failure will correctly cause
FlutterWindow::CreateAndShow to return false.

Related Issues

Fixes #61968

Tests

I added the following tests: None; would require special-purpose e2e testing of a failure case that only happens when using the build output incorrectly.
