-fPIC for C sources

Description

-fPIC is not part of the “default compiler flags” for all targets when compiling C sources.

Expected Behaviour

It should be added for C sources as it is the case for Fortran sources.

I think the issue is related to line 1969 in fpm_compiler.F90/check_c_source_runs.

    flags    = ""
    ldflags  = ""

The fix is either to hard code flags=-fPIC or to pull the default flags as for Fortran sources in function fpm_compiler.F90/check_fortran_source_runs.

flags    = self%get_default_flags(release=.false.)
ldflags  = self%get_default_flags(release=.false.)

I'm not sure if the default flags for Fortran sources can be directly applied to C sources.

It is also true for C++ sources.
