`prettier-plugin-organize-imports` is not functioning properly

The `prettier-plugin-organize-imports` package should be detecting when packages are out of order, but it currently is not. This is because we are on prettier v3 where additional configuration is required: https://www.npmjs.com/package/prettier-plugin-organize-imports#prettier-3
