Billing Information not showing up in placed orders PDF #6309

Describe the bug
After the compulsion of inclusion of billing information in paid orders, the orders.is_billing_enabled is not being used, thus billing information is skipped
Expected behavior
Being a paid order, it should've contained billing information.
