Update bug report template

Description

As an orchestrator contributor, I want to add relevant information in the bug report Platform section , so that I can report bugs in an helpful and straight-forward way.

Discussion

At this point I can think of two relevant information to add: Rust version and commit hash of the version being tested.
Is there any other relevant info to add to this section?

Acceptance Criteria

• bug_report.md is updated with the expected info.
