Add the SimText shiny app as Interactive Tool

What did you do?

• added the interactive tool of the SimText toolset (Integration of Simtext toolset tools-iuc#3508)

Why did you make this change?

• because the interactive tool cannot be added to the tools IUC

How to test the changes?

(select the most appropriate option; if the latter, provide steps for testing below)

• I've included appropriate automated tests.
• This is a refactoring of components with existing test coverage.
• Instructions for manual testing are as follows:
  1. get test data from https://github.com/dlal-group/tools-iuc/tree/simtext/tools/simtext/test-data
  2. use files 'test_data' and 'pmids_to_pubtator_matrix_output' to test the tool in galaxy
