Make TimeZone configurable on any builders that use date nodes

Because there is no time component we need to make the timezone a config option so when producing queries using the date nodes it's possible to handle conversions.

for example, user entered a local date in "party published:1999-12-31" we assume they meant whatever timezone they are on, not UTC.
