RexCloud_API_Key issue

Instead create a template file and then ignore we will check if the file exists and if it does not we will write it in the initialization of the RexAPI class

[ ] Method to check if file exist
[ ] Method to write it the file empty
[ ] If arg passed, write the file directly with the vales
