Personal access tokens can no longer access checks apis

Only github apps can now request permissions to checks

The workaround for now is to always use the app_id and secret with the gitops tools

Ideally we remove the gh_token code path entirely to fix this

Also it is not clear that the GH_APP_KEY should be coming from a file

Ideally it should read directly from the env var
