Support GDAL 3.12

The docs say that up to 3.11 is supported, but it would be nice to stay up to date with the newest GDAL.

I haven't looked too closely, but what is the level of effort to expand support for GDAL 3.12?

It depends a bit what you mean with support... but you can just use pyogrio already with GDAL 3.12, e.g. if you install both via conda-forge.

I assumed that conda/pixi wouldn't lock based on the 3.11 note in the docs. I'll give it a go!

I actually don't need any new ogr functionality available in 3.12, but I would like to get other features for new raster capabilities outside the pyogrio context eg rasterio currently needs <3.11.

That said, are you aware of what breaks between pyogrio and the newest GDAL version?

The pyogrio conda package is locked on the minor GDAL version, so it was locked on 3.11, but typically it is just a short while after a new version of GDAL is released that a new pyogrio build is released. E.g. the pyogrio conda-forge build pinned on GDAL 3.12 was released last week with this PR: conda-forge/pyogrio-feedstock#59

GDAL almost never breaks... so also for GDAL 3.12 there are no (known) breaking issues. We also have tests running on both the conda-forge master version of GDAL and the GDAL nightly docker images, so if there would be breaking issues, normally (hopefully) we would know of them before it is realeased.

For pip packages though, we only add a the new minor version of GDAL in the wheels when a new minor version of pyogrio is released... so there is typically a delay there. Also now, no wheels with GDAL 3.12 have been released yet, but it shouldn't take too long anymore.
