I have just updated CONTRIBUTING.md to explain how we should use Discussions.

Discussions should become a place where we can chat about your ideas and feature requests for geopy, which are not specific yet to become issues.

There's a large amount of questions on Stack Overflow, but they are rather unstructured. I'd like to see if we could build up something like a "knowledge base" here in Discussions for common issues.
