What this PR does / why we need it
Second attempt at #1074. Differences between that PR and this one:
locked: true, we can't do that until we move completely off ofasdf.goreleaserandterraformto usemise.make releaseto its own script so that it can eventually be migrated to amisetask.Jira ID
