Steps to Reproduce
Upgrade to 25.10.0 using ./install.sh
Expected Result
pgbouncer migration added in #3898 is executed
Actual Result
install/migrate-pgbouncer.sh is never executed. The pgbouncer container will be running, but sentry.conf.py keeps using postgres directly.
