Motivation
Since PR #5548,
/healthanswers503if all slots are processing requests. This behavior may not always be expected for liveness checks.One can expect a liveness or a readyness probe behavior as identified by @brittlewis12.
Changes
A new query parameter
fail_on_no_slotallows to configure the expected behavior regarding the http status code.
