[SYCL] add dev2dev memcpy by SYCL API (#24476)

• add dev2dev memcpy by SYCL API

• mv GGML_SYCL_DEV2DEV_MEMCPY to runntime table

• update the detect method for p2p comm

• fix the erro created during fix confilct
