 + create a ballon with inkscape
 + export as png using 120/160/240 as DPI (respectively ldpi/mdpi/hdpi)
 + Open the PNGs  in Draw 9-patch and edit the border in order to obtain
   the wanted effect
 + recompile
 + ???
