Fixed issue #26 with simple rate limiting - only 5 calls to
/registerper hour will be allowed now, and if this limit is exceeded, server will reply withHTTP 429,X-RateLimit-*headers and messageToo many requests, please try again later.Additinally I started adding some tests. (I'm planning to add more in a separate PR)
