Duplicate windows/tabs can be created

Describe the bug
Duplicate windows/tabs of the settings screen can be created, which makes no sense. It would be better to disable this.

Versions

• Copilot for Xcode: 0.29.0
• Xcode: 16.2
• macOS: 15.2

Steps to reproduce

1. Open the Copilot for Xcode app
2. Go to File -> New Window
3. Click View -> Show All Tabs and then you can create unlimited tabs of the settings screen
