What changes are you suggesting?

This is related to a new webhook rate limit that was put in place for GitHub Actions: https://github.blog/changelog/2024-11-05-notice-of-breaking-changes-for-github-actions/#new-webhook-rate-limit.
This change was not clear for me, as I though that the rate limit was about limiting outgoing webhooks whereas the rate limiting applies to events triggering a workflow run.

I would suggest updating the documentation to make this clearer: to me, the sentence "Each repository is limited to 1500 triggered events every 10 seconds." is not clear.
