Consider adding instructions to hand-off implementation to copilot background agent

While working with spec-kit, we noticed that it doesn't currently have the ability to hand off implementation to a copilot background agent. This would be a great addition to spec-kit, as it would mean multiple features can be worked on in parallel by handing off work to the copilot background agent.
