missing release notes for recent releases?

the CHANGELOG.md doesn't appear to have notes for releases after 0.29.0 and GitHub Releases after v0.30.0 also appear to be missing detailed release notes

do the release notes live somewhere else now?
are they intentionally no longer published for some reason?
or is something just broken in some workflow that normally populates 'em?
