fixes: #130

This abstracts the major minor patch logic into a simple bash script, and then uses that in the release.yml job.

This will have merge conflicts with the languageserver package-lock pr but fortunately they should be easy to resolve, as the previous pr modifies the logic around the job and this modifies the job itself.

As in all these automation prs the only way for us to test is to merge, which is annoying.
