[KOTS] Allow users to set workspace resources in UI instead of config patch

Currently, workspace resources can only be set via a config-patch. Given that almost every user is setting this, and that this can be error prone, we should lift this into the installation UI.

• Allow users to set workspace resources in installation UI
• Ideally, have defaults depending on the reference architecture in use: i.e. if using single cluster, just select single cluster in the dropdown. Have a fall of custom where a user can set custom resource requests and limits

Note: WE need to be careful when rolling this out. Will it break users? Do we allow the old config patch method to be used for a period of time to ease the transition?
