Improve request handling, job system, and provider integrations

This release introduces new request handling capabilities, improvements to job processing, and better integration with external providers, along with multiple bug fixes.

• Added REQUEST_FIRST_SEASON_ONLY configuration to control TV series requests ([REQ] Option to only request the first season for tv shows #306)
• Introduced max total requests limit for better request management ([REQ] Recommendations: Do I just have too many users/activity? > 1000 requests #320)
• Improved job history retrieval with user role checks and media account linking ([BUG]Not possible to assign a media user for normal user + the rights of the normal user #260)

• Enhanced TMDB ID normalization via updated Plex handler (EXCLUDE_DOWNLOADED not working - keeps recommending stuff I already have #270)
• Fixed Jellyfin issue where SeriesProviderIds were not returned ([BUG] TV shows still broken in v2.4.3 - SeriesProviderIds not returned by Jellyfin #291)
• Fixed OpenRouter connectivity test failing due to insufficient token count ([BUG] Connectivity Test to openrouter.ai fails due to 1 token sent being lower than minimum value #299)
