Improve Rule Ordering and Navigation

It would be useful to have buttons to go to the previous, next, first, and last rule when a rule is open, just like on all other pages.

It would also help if a sort order number could be entered directly instead of only using drag and drop. With many rules, drag and drop is difficult to use, especially because the rule order is important for the processing sequence.
