misc/cgo/testcarchive: occasional failures on s390x builder #26231
Description
TestOsSignal is flaky and sometimes times out while waiting for SIGIO on the s390x builder:

carchive_test.go:428: Go handler did not see SIGIO
carchive_test.go:429: exit status 1
FAIL
The test waits 100ms in this scenario before timing out. In other parts of the carchive test code it waits for up to 5s for a signal to be delivered. I therefore think it might be worth seeing if increasing the timeout time makes this test robust on the s390x builder.
