Group the test file and no test file when using go to reference etc

group the test files and normal files

That is handled from VS Code (that has to merge results from potentially multiple providers and does not preserve the ordering our language server provides). Do you mind filing an issue to github.com/microsoft/vscode ?
You can reference https://code.visualstudio.com/api/references/vscode-api#ReferenceProvider and point out this API does not talk about ordering/grouping. Thanks!
