include linter.jar in compiler-latest.zip

To ease use of linter.jar could it either be included in compiler-latest.zip or could a linter-latest.zip be added to the downloads?

@Dominator008 I'm happy to do this work. Can you point me at the script which does releases so I know where to hook in?

I think the binaries are likely built with something like ("ant jar linter") but I don't see where they get packaged up into *.zip and .tar.gz files.

@hochhaus Yes it's currently built with ant linter externally. I have #1650 to add it to the Maven build. However, the released archive is built with Google's internal version of Bazel and the BUILD file is not open source as of now.
