Incorporate pre-commit hook into the repository #226

Heya formatters! I wrote a pre-commit (http://pre-commit.com/) hook that will automatically run GJF whenever you commit code to your repository. It lives at https://github.com/maltzj/google-style-precommit-hook, but I figured it may be valuable to keep it in this repo and/or somehow link to it.
