Migrate gvisor to Bzlmod
This PR migrates gvisor from WORKSPACE to Bzlmod (
MODULE.bazel).Test locally by:
pkg/sentry/socket/plugin/stack(they are failing even with WORKSPACE)bazel build --noenable_workspace --enable_bzlmod //...FUTURE_COPYBARA_INTEGRATE_REVIEW=#12154 from kotlaja:master 5469bd1
