Working on the python bindings buildable with CMake, but currently not fully functional, I noticed that the Bazel target
@llvm-project//mlir:SPIRVLoweringnot only maps toMLIRSPIRV, but in addition needs to be mapped toMLIRSPIRVTransforms.
