Port dashboard to our own dependency upgrade tool and zeroth order BOM

dependency upgrade tool done.
Need to pull dependencies from BOM.

Turns out modularizing and parameterizing the BOM has made it much harder for the dashboard to consume. This is now going to require full blown Maven model building, not just some simple XPath queries. I'm exploring a few options here.
