fix: encode and escape invalid operators

Changes

• TwitterX API have limitations in the characters it supports on its filters. https://docs.x.com/x-api/enterprise-gnip-2.0/fundamentals/rules-filtering#orderofoperations
• The only way to pass special characters is to escape them properly and treat them as string literals on the query paramter.
• This PR ensures that all special characters are quoted before passing them over to the twitter x api.
