Replace JamesIves/github-pages-deploy-action with upload-pages-artifact and deploy-pages so publishing uses OIDC instead of pushing to gh-pages.
Drop the deploy workflow; Javadoc generation remains validated in test.yml.

.github/workflows/javadoc.yml.Previously, pushes to

javadocjob in.github/workflows/test.ymlruns./gradlew javaDocto catch generation failures.Test plan
main.javadocjob in Test still passes on this PR.
