GDoc is being deprecated.
Updated the authentication and permissions in release-notes.yml to follow the recommendations from release-drafter to resolve 401 status errors.

Yes, there is something going on there, but I wonder if it is only on pull requests it fails. I'll merge this and we'll find out. |
