Link creation popup does not appear if selected text is less than 2 characters

**Steps to reproduce:**

1. Enter a single character into the editor.
2. Select the character.
3. Press the Link button (or use the Cmd + K shortcut).
4. Observe that the popup for creating a link does not appear.
