Filter Issues by labels, keywords and whether they are pull request

Start with

Is the issues a pull request? If not, continue (allow this step to be flagged off)
Does the issue have a user-specified (CLI) label? If yes, count the issue
Does the issue have a user-specified label in the title or body? If yes count the issue, else skip it

You can just use

If(issue.pull_request) { //checks if field pull_request exists in the issue obj
//is a pull request
} else {
//not a pull request
}
