Pull Request
Description
Adds Velocity platform command execution by wiring the shared platform command poller into the Velocity plugin and dispatching leased commands through the Velocity console command source.
The Paper executor now reuses the same common command-dispatch result mapping so handled, unhandled, timeout, cancellation, interruption, and execution-failure behavior stays consistent across Paper and Velocity.
